The signed proclamation dated October 4, 2019 by POTUS states that immigrant applying for US visas will be denied entry into the USA unless they can prove they can afford health care. This rule exempt those who are in the USA already or to asylum seekers or refugees or children. It would apply to the spouses and parents of US citizens applying from abroad. The new measure comes into effect Nov 3, 2019.
